			<content:encoded><![CDATA[<p>SOMERVILLE, Mass. /Massachusetts Newswire/ &#8212; As part of the Patrick-Murray Administration&#8217;s historic Massachusetts Works program to promote job growth and long-term economic recovery, Governor Deval Patrick on Monday joined state and local officials to announce a $490,000 Massachusetts Department of Transportation (MassDOT) Transit Oriented Development (TOD) grant to the City of Somerville to fund bicycle and pedestrian improvements near the privately-funded, multi-family residential MaxPak development project.<br />
&#8220;This important investment illustrates how prioritizing projects near public transportation can address the economic vitality of communities while creating private investments, and jobs today and for tomorrow,&#8221; said Governor Patrick.</p>
<p><img src="http://massachusettsnewswire.com/META/manw_patrick_deval.jpg" alt="" title="Governor Patrick" width="125" height="143" class="alignleft size-full wp-image-403" />MassDOT&#8217;s TOD Infrastructure and Housing Support Program (&#8220;TOD Bond Program&#8221;) is intended to help create more compact, mixed-use, walkable development near transit stations. The TOD Bond Program provides financing for pedestrian improvements, bicycle facilities, housing projects and parking facilities within a quarter-mile of commuter rail, subway or bus stations, as well as ferry terminals.</p>
<p>The former 5.5-acre Brownfield site has been reclaimed and permitted as a TOD project for 199 residential units; 25 of which will be designated as affordable housing. The $50 million project is entirely funded by KSS Realty. Construction has started on the MaxPak site with demolition underway to prepare for construction of the first 15 housing units.</p>
<p>The MaxPak project is adjacent to the planned Green Line Extension, which will extend MBTA service to three densely-populated municipalities with high demand for public transit. The Green Line Extension is a significant economic development and transportation access improvement project for this key region of the Commonwealth.</p>
<p>As a result of the redevelopment of the MaxPak site, an extension of an existing Community Path is planned, encouraging alternative methods of transportation. The TOD grant funds a Community Path extension from Cedar Street to Lowell Street.</p>

Joined by Senator John Kerry and Congressman Mike Capuano, the Governor said more than $65 million in state bond and federal stimulus funding commitments will support the public infrastructure improvements needed to accelerate a development project that stands to create thousands of permanent jobs and long-term regional economic growth.</p>

Upon completion, Assembly on the Mystic will result in the creation of thousands of jobs, increased retail and housing opportunities and enhanced access to the riverfront,&#8221; said Congressman Mike Capuano.</p>
<p>The Governor has committed $50 million to the project through the state’s Infrastructure Investment Incentive Program (I-Cubed) program, making Assembly Square the Commonwealth’s first I-Cubed project. An innovative bond-funded program designed to generate private investment and economic growth, I-Cubed creates a partnership between a developer, a host community and the state, helping municipalities and developers fund street, sidewalk, water and sewer and other infrastructure projects that ignite private development and stimulate the state’s economy. These funds will go towards public infrastructure improvements at the project, as will a $2 million Growth District award from the state.</p>
<p>The Congressional delegation and the Governor have also committed to using $15 million in American Recovery and Reinvestment Act (ARRA) Highway Transportation funding to complete the necessary infrastructure improvements for the mixed-use project.</p>
<p>“The Governor and his economic development team, as well as Senator Kerry, have always understood that Assembly Square embodies all of the virtues of development done right,” said Somerville Mayor Joseph A. Curtatone. “This is a public-private partnership – and Federal Realty Trust and IKEA are the best kind of solid, collaborative business partners. This project is transit-oriented, and with the steady support of Congressman Capuano, we’ve been able to move ahead with design on a fully-funded Orange Line station. Above all, it represents a shared community vision of how to create what amounts to a whole new riverside neighborhood with housing, office space and recreational amenities as well as retail and entertainment.” </p>
<p>A large, multi-phase project to be completed over several years, the Assembly Square project will ultimately result in 1.75 million square feet of office space, 1.15 million square feet of retail space including a new hotel, 2,100 rental and ownership condominium housing units and a new MBTA Orange line stop. The project promises to significantly expand the state and city’s tax bases and create such public benefits as new waterfront parks, open spaces and bike and pedestrian paths linking the existing neighborhoods with the new development. The first phase of the project, which has already received environmental approvals, includes the IKEA store, a new roadway, intersection improvements and new park land along the waterfront. The project is being developed in partnership with Federal Realty Investment Trust, an equity real estate investment trust specializing in the ownership, management and redevelopment of high quality retail assets.</p>
